In our country (slovenia) you have to "sign" the wheels in some kind of registration paper if you put another rims on the car. I have Mam 7 17x8 and i also have a Tuv...Will be there any problem with the registration because the rims are "point" out from a fender for a couple mm...in my opinion i should have no problems becase TUV is documnet which porves that the rims are acceptable for my car...how is it in germany?

Restrictions in Germany are quite strict. Under any circumstances the "Lauffläche" has to be covered when locking from above. Lauffläche is the part of the tire made for contact with the street. I hope you can follow my explanation :D

There should be no problem for you as well, if you use the tire-dimensions mentioned for your polo in the docs you got along with the rims.
